99 Camry, 4 cyl with 120K. When cold turning steering wheel is difficult with either left of right turn of wheel. Once car is running for a minute or two the steering is normal with no hesitation either direction. Any experience with this problem? Power steering pump or rack assembly? Any suggestions would be appreciated.

Start out by checking the fluid level in the power steering reservoir and
making sure it is full.

If the power steering drive belt has more than 60,000 miles, it may be worth
changing it.

Check the condition of the u-joint of the steering shaft.

If all 3 above are good,, then try flushing the power steering fluid and
replacing with new fluid.

Have you found a fix? Thi thread is old, but maybe somome will read it and know the answer. Our 1989 Toytoa Corolla SR5 (300,000 miles ) has the same problem. it starts a couple weeks ago. The power steering only works when the engine is hot. I even tried a rebuild power pump and it it did not fix the problem. it does not leak. When it is sitting still it is very hard to turn and the struggle is bad, it also makes the battery light come on on the dash when the steering wheel is truned either way. Is the whole rack hydraulic system shot Question

Thank you,
Steven

The Power Steering Rack is most likely to give you this problem.
